This form caters for contractors undertaking high risk activities on or near generation and network assets, that is, in relation to the production and transport of electricity.

To complete your application, you will need:

  • Your Horizon Power representative's email address for each region selected
  • Your Horizon Power Accredited Supplier Number (this could be the main contractors, ASN)
  • The work category(ies) you are undertaking – refer to the Contractor authorisation matrix for more information
  • Formal identification (upload a copy of your Australian driver's licence or passport)
  • Photograph (passport style – head/shoulders, no sunglasses, no hat)
  • Qualification, Tickets, Certificates, Licences, etc (upload copies as per the Authorisation Matrix)

Your company must be an existing Horizon Power accredited supplier in order to register. If you don't know your supplier number, please contact the Horizon Power representative assigned to your contract. 

The primary contractor must notify Horizon Power if a contractor’s employee (the applicant) terminates employment with their company so Horizon Power can update their records.

What are Horizon Power Classifications and Categories?

Classifications are broader group of where, or whom, work is undertaken or completed by. The assets within a classification can be secured or unsecured in nature and range from Generation to Network through to Remote communities. Within each classification there are identified categories (work types) specific to that classification. Categories represent broader, clustered activities of work. The activities within a Category are detailed in the Support and reference handbook.

If you are unsure which classification(s) and/or category(ies) you should select, ask your Horizon Power representative or refer to the authorisation matrix and/or Support and reference handbook.

If you have already completed the necessary inductions, please keep a copy of the completion certificates and don’t select them again.

  • Every contractor MUST complete the Contractor Induction
  • Energy Network Safety Management System (ENSMS). Please refer to the Contractor authorisation matrix to see if this is a requirement for your category of work
  • Required when entering one of Horizon Power’s Power stations/Generation sites.
  • Required when entering one of Horizon Power’s substations
  • The Substation Entry Refresher is only valid when the initial substation entry course has been completed through a Horizon Power defined RTO
  • Has a 2 year expiry date

By submitting this application, all parties confirm that it will:
  1. ensure that its personnel are suitably qualified and experienced and that it will examine, retain and provide Horizon Power, if requested, with copies of any necessary qualifications required by its personnel;
  2. ensure all expiry-based training and licences are maintained and new records are sent to contractorauthorisation@horizonpower.com.au;
  3. before the commencement of the services or works, undertake an assessment of the workplace health and safety risks associated with the services or works and identify and implement appropriate measures to control all such risks to as low as reasonably practicable;
  4. have and complete an appropriate Safe Work Method Statement (SWMS) for all high-risk construction work;
  5. promptly report all accidents and near hits and incidents to the Horizon Power representative of that region;
  6. ensure that the services or works are carried out in accordance with Horizon Power’s Electricity (Network) Safety Management System (ENSMS) or if authorised by Horizon Power, the Contractor’s safety management systems;
  7. ensure that its personnel comply with any applicable Government of Western Australia health requirements;
  8. ensure the necessary Horizon Power inductions have been completed prior to the commencement of work;
  9. provide evidence, if requested by Horizon Power, for the verification of compliance with the Contractor’s obligations;
  10. comply with the Contractor Authorisation Matrix; and
  11. otherwise comply with the terms of the relevant contract for the services or works between Horizon Power and the contractor.
  12. I will not undertake activities outside of my authorised Classification and Category (Classifications and categories must be maintained as per your scope of works, failure to do so will lead to your authorisation being revoked).
