2025-26 Annual Report – Celebrating 20 years of powering regional WA

Horizon Power's 2025-26 Annual Report has been tabled in Parliament and published on our website, reflecting a year of practical delivery for customers, communities and regional and remote Western Australia.

As 2026 marks 20 years of Horizon Power, the report reflects how we are delivering reliable and affordable energy today while preparing for the energy systems of tomorrow.

 Built around the themes of customer-led decarbonisation, affordable energy and regional growth, it showcases the outcomes achieved across the business over the past year.

Our customers

Customers remain at the centre of everything we do. The report highlights the dedication of our people in supporting customers through significant challenges, including Severe Tropical Cyclone Narelle. Working in difficult conditions, teams restored essential power services and helped communities recover, reinforcing Horizon Power's commitment to providing safe and reliable energy across regional and remote Western Australia.

The year also saw continued improvements in customer experience and service delivery, contributing to an 81 per cent customer satisfaction rating. Programs such as Community Wave continued to give customers more opportunities to participate in the energy transition and make the most of their solar and battery investments.

Our people

The report recognises the contribution of our people, whose expertise, resilience and commitment underpin the delivery of safe and reliable energy services across regional and remote Western Australia.

Throughout the year, Horizon Power continued to invest in workforce capability, leadership development and employee wellbeing, while our people were recognised through award-winning volunteering and wellbeing initiatives that support stronger communities and a positive workplace culture.  

Customer-led decarbonisation

The report highlights continued progress in helping customers participate in the energy transition and access cleaner energy solutions. A key milestone was the progression of the Exmouth Power Project, which will significantly increase renewable energy generation in the region and support a more sustainable energy future.

Progress was also made on major projects in Leonora, Laverton and Menzies, helping to deliver cleaner and more resilient energy systems across regional Western Australia.  

Affordable energy

Supporting affordable energy remains a key priority for Horizon Power. During the year, programs including Sunshine Saver and Kimberley Communities Solar Saver (KCSS) helped customers access the benefits of renewable energy, while Community Wave continued to create new opportunities for customers to participate in the energy transition. These initiatives support customer choice and help ensure the benefits of cleaner energy are shared across regional communities.  

Regional catalyst

Horizon Power continued to play an important role in enabling regional growth and economic development across Western Australia. The report outlines progress on the Pilbara Energy Transition and the planning and infrastructure required to support the region's future energy needs.

Horizon Power also invested more than $1.1 million through its Community Partnerships Program and launched its Stretch Reconciliation Action Plan, strengthening partnerships and creating lasting benefits for regional and Aboriginal communities.  

Resilient and future focused

The report also highlights Horizon Power's resilience in a challenging operating environment. Despite Severe Tropical Cyclone Narelle, global fuel supply disruptions and ongoing cost pressures across the energy sector, the organisation continued to deliver for customers and communities while investing in the infrastructure needed for the future.

During FY2025/26, Horizon Power invested $127.7 million in its asset portfolio, reflecting its ongoing commitment to maintaining and enhancing essential electrical infrastructure. This investment contributes to the long-term value, reliability and performance of the organisation's $2.1 billion asset base, supporting customers and communities across regional and remote Western Australia.

Menzies to be powered by up to 80% renewable energy

Horizon Power has signed a power purchase agreement with Pacific Energy to deliver a new hybrid energy system for the Goldfields town of Menzies.

Under this agreement, the new energy system is set to deliver up to 80% renewable energy for the town, reducing carbon emissions by up to 500 tonnes of each year, the equivalent of taking 200 petrol cars off the road.

Horizon Power has delivered Advanced Metering Infrastructure (AMI) to Kiwirrkurra – the first remote community in the Pilbara region, and one of the most remote areas in Western Australia.

This AMI project connects 57 households and key community facilities to Horizon Power’s network, giving residents access to safer, more reliable power, with prepayment services now available. Customers will also have more options on how to pay, enjoy greater consumer protection, access to energy concessions and practical tools to manage their energy use.

Partnerships program powers regional communities

The State Government, through our Community Partnerships Program, has awarded more than $465,000 to support 72 community initiatives across regional and remote Western Australia.

Solar power delivers $185,000 in savings for remote communities

The State and Federal Governments have delivered more than $185,000 in energy saving credits to households in the Kimberley, supporting cleaner, more reliable and lower-cost energy for remote First Nations communities.

Horizon Power's Kimberley Communities Solar Saver (KCSS) program supports households unable to afford individual rooftop solar. Instead, solar panels are installed across selected homes, with the credits shared among the community.
