The Department of Housing and Works (DHW) established the Town Reserves Regularisation Project in consultation with the Aboriginal and Torres Strait Islander Commission (ATSIC) and the Department of Indigenous Affairs (DIA). The Town Reserve Regularisation Project aims to improve access by town based Aboriginal communities to equitable water, sewer and power services provided by State utilities.
Horizon Power’s role in the project is to:
• Upgrade the existing distribution network in communities;
• Upgrade the internal house wiring of all residential dwellings on behalf of the Department of Housing and Works;
• Establish a direct retail arrangement with customers instead of the existing master meter arrangement; and
• Provide an education program that informs all community members and stakeholders on work site safety, pre payment meter usage, energy efficiency, rebates and charges, reporting faults and project schedule.
Horizon Power regularised power supplies in 11 communities in the Kimberley region from 2005 to 2007 and has embarked on Phase Two of the project.
Communities that will have their power supplies regularised through Phase Two of the Town Reserves Regularisation Project are:
• Nambi Road Village in Leonora
• Wongatha Wonganara in Laverton
• Bondini in Wiluna
• Junjuwa in Fitzroy Crossing (due for completion in July 2009)
• Darlgunaya in Fitzroy Crossing (due for completion in September 2009)
• Burawa in Fitzroy Crossing (due for completion in October 2009)
• Bungardi in Fitzroy Crossing (due for completion in November 2009)
• Ninga Mia in Kalgoorlie-Boulder (South West Interconnected System)
Horizon Power will undertake consultation with the participating communities and relevant support bodies included in Phase Two of the project. Through the regularisation project, Ready Power, a pay as you go electricity system using pre-payment meters will be introduced.
